Bella Kpcharyan was born in Stepanakert. In 1978, he graduated from the sanitary-hygienic faculty of the Yerevan Medical Institute. He worked as a doctor-microbiologist at the Nagorno-Karabakh regional sanitary-epidemiological station, then as a doctor-epidemiologist, he was the deputy chief doctor of the regional sanitary-epidemiological station, in 1991-1993, the head of the epidemiology department of the Karabakh Regional Sanitary and Epidemiological Station.

Bella Kpcharyan is the honorary president of the Pan-Armenian Registry of Breast Transplantation Cases, since 2006, also the honorary president of the Committee of Trustees of the Children’s Support Center of the Armenian Aid Fund.
On October 16, 2006, one of the children born in the «Mr and Mankan» asylum center of the Armenian Aid Society of Akhpuryan was in a critical state. the one-day-old girl, who was born with a congenital malformation, could not breathe on her own.

The head of the center, Dr. Vahram Mirzpyan, and the entire medical staff were making incredible efforts to take the life of the child from the clutches of the lungs, but it was already becoming clear that in the resuscitation department of the center, the child would have a long life. it was impossible.

The child needed to be urgently transported to Yerevan and operated, but his Gypsy knees were weak and did not believe in the Gypsy Hajj.
